1. What is an Arts Council? The Cecil County Arts Council acts as a clearing house for the arts in Cecil County, providing arts education, programming, and financial assistance to the residents and organizations of Cecil County.   2.How do I submit artwork for solo exhibitions? The Arts Councils offers exhibits at the Elkton Arts Center and the Chesapeake City Town Hall.  In August of each year, the Arts Council accepts proposals from solo artists for the upcoming calendar year.  Check the "Calendar" section for deadlines. 3.How long is my membership good for? A membership to the Arts Council is good for one year from the date of purchase.
